Rent price in the FIEZ territory is determined by the Administrative Board. For 2009 rent price for 1 ha of land for investors with less that 3 mln USD is determined at the level of 1 652 790 UZS (approximately 1 100 USD). Investors, investing more that 3 mln. USD will not pay any rent payments for land.
In accordance with the approved electricity tariffs the price for 1 kWh for industrial and similar consumers, with connected capacity of 750 kW and above shall be calculated on a double-rate tariff for 1 kW of maximum load per year - 100,000 UZS (71 USD) and payment for 1 kWh of energy consumption - 47.56 UZS (0.03 USD).
Tariffs for industrial and similar consumers with the connected capacity of up to 750 kW are calculated on a one-part tariff - 60.4 UZS (0.04 USD).
As of January 1, 2009, payment for natural gas for 1 cu m for population is 30.0 UZS (0.02 USD) and for wholesale customers is 73.5 UZS (0.05 USD).
Water quality meets the requirements of GOST UzDS 950:2000 (national standard). Payment for drinking water for 1 cu m for population is 34.0 UZS (0.02 USD), and for wholesale consumers is 60 UZS (0.04 USD) as of December 1, 2008.
According Article 153 of Labor Code of the Republic Uzbekistan the amount of payment shall be established by the agreement between an employer and a employee. The payment of labor cannot be below the minimal amount established by legislation and shall not be limited to any maximum.
Forms and systems of payment of labor, bonuses, additional charges, rises, and incentive payments shall be established in collective agreements, as well as other local acts approved by an employer in coordination with trade-union committee or other representative body of workmen.
The level of monthly wage for the personal in the industry:
- nonqualified – to 200 US dollars
- qualified – to 400 US dollars
- manager of medium level - to 500 US dollars
- manager of high level – from 1000 to 1500 US dollars
On the territory of the FIEZ “Navoi” is possible to use foreign workforce. At the same time, taking into consideration the main purposes of creating free industrial economic zone the priority projects supposing the attraction of local labor sources and creating additional job opportunities for local inhabitances.
It is supposed that equipment, so as raw material and devices for the production of goods for export imported on the territory of the FIEZ “Navoi”, independently of the country of origin will register officially to custom regime “free custom zone”.
At the same time indicated goods, imported on the territory of the FIEZ “Navoi” from the rest part of custom territory of Uzbekistan will b exported from the
The other goods, which are not come to category as the equipment, raw material, devices for the production of goods for export which are located as unqualified call custom territory of Uzbekistan will free movement from/to territory of the FIEZ.
As the specialization of the FIEZ is industrial raw material processing with high value added cost, so the preferences do not apply to enterprises which rendering services in the field of transport, finance, bank and other kinds of services including social character.
At the same time, the enterprises rendering of service formed with the share of foreign capital enjoy the preferences and incentives according the legislation of the Republic of Uzbekistan for foreign investors, also get the unique possibility to receive a profit from rendering of residents of the FIEZ, where in one location will concentrate many enterprises – potential clients of international level which specialize in different fields of industry.
The period of validity the preferences and incentives according the legislation will come into effect from the date of entering of business entity to register of participants of the FIEZ “Navoi”. This measure stimulates the investor to accelerate the process of construction, equipment and putting into operation the enterprise.
The investment agreement concludes between Directorate and investor (investors) and includes following statements:
- object and amount of investment, activity specification supposed in the territory of FIEZ;
- period and terms of validity of investment agreement;
- the investor’s rights and obligations, including those concerning: a volume of financing, ensuring a certain volume of production, guaranteed level of localization of production and product’s quality, a volume of export of goods and services of own production, ensuring repayment of credits extended against security of the Government of the Republic of Uzbekistan, observance of the Law in the sphere of protection of environment, resources conservation, labor legislation and safety measures, as well as other lines of production activity;
- the Directorate’s rights and obligations of FIEZ “Navoi”;
- information on a term of preparation of design estimates,
conclusion of agreements for contractor’s work, sources of financing, schedule of fulfillment of the project, a procedure for technical supervision of the course of fulfillment of investment project;
- a procedure and a term of presentation by the foreign investor of reports on the course of fulfillment of his obligations;
- the place and the size of appropriated land parcel;
- responsibility of parties for non observance of terms of investment agreement;
- a procedure for introduction of amendments;
- termination procedure;
- a procedure and a place of consideration of disputes arisen.
- Depending on specific character of investment project, it may include other terms specified as follows:
- mutual obligations of the parties on the development of both production and social structure of the region;
- obligations of the foreign investor on hiring and training of manpower from the number of natural entities of the Republic of Uzbekistan, terms of use of technologies, as well as obligations of the foreign investor on training of workers of the established organization.
State registration of entrepreneurs in the Republic of Uzbekistan is carried out on notification basis.
Effective from 1 October 2001, a new simplified procedure that provides a one-window registration of enterprises for state registration applies in respect to enterprises operating in the Republic of Uzbekistan. It also should be noted that the authorized state bodies come to a decision on the state registration of a business entity as a legal entity or refusal in registration within 3 working days.
Depending on the corporate form of an establishing legal entity the state registration with concurrent registering in tax and statistical bodies is carried out by:
- The Ministry of Justice of the Republic of Uzbekistan – for enterprises with foreign investments (the enterprises with foreign investments determines as a newly established enterprises with Charter Capital not less than USD 150 thousand and one of the participant of these enterprise must be foreign legal person and its share in should consist not less than 30% out of Charter Capital);
- Inspectorates on registration of business entities at district and city khokimiyats (municipalities) – for all business entities, including enterprises with participation of foreign capital, except for enterprises with foreign investment.
In order to register an EFI with the Ministry of Justice or an EPFC with a local khokimiyat (municipality), the following documents must be presented (by presence or mail) and enclosed to an Application for the state registration:
- two notarized originals of the foundation documents in state language (only Uzbek language is recognized to be an state language in Uzbekistan), notarized in accordance with established procedures (the foundation document for the state register of legal entities can be either the charter and/or the foundation agreement, subject to the corporate form of the company (for limited/additional liability companies the foundation agreement and the charter, for partnerships just the foundation agreement, and for joint stock companies only the charter should be presented);
- Bank Warranty on payment of a state due or a registration fee fixed by Legislation of the Republic of Uzbekistan. Furthermore, EFIs are subject to 5 MMW (roughly USD 100) plus USD 500 state due for the state registration with the Ministry of Justice;
- original inquiry on absence of identical or similar company name validated by district (city) statistics authority within 2 workdays;
- sketches of the company’s stamp and seal in triplicate;
- extract from the Trade Register of the foreign founder in a place of registration of a legal entity, notarized and legalized in the country of origin by the consulate of the local Uzbek Embassy or (if there is no Uzbek Embassy) by the Ministry of Foreign Affairs of the country of origin and by the Embassy or Consulate of the country of origin in Uzbekistan, with further approval by the consulate department of the Uzbek Ministry of Foreign Affairs, unless the founder is registered in the country with which Uzbekistan has a special juridical cooperation treaty. The extract should contain a name of foreign legal entity, its location, the amount of the charter capital, a corporate form, registration date, business period and data on individuals entitled to sign on behalf of a foreign legal entity. The extract is valid for a year from the issued time. These documents should be submitted with the translation into Uzbek, notarized in accordance with established procedure. If the initial payment to the charter capital is made in the form of an intellectual property contribution, an independent evaluation of the intellectual property to be contributed to the charter capital must be furnished in accordance with Legislation of the Republic of Uzbekistan;
- documents confirming that each founder deposits not less than 30% of the charter capital as an initial payment (Bank Warrant on receipt for a deposit into Soum and hard currency temporary savings accounts, Customs Document on Import of Property to the Republic of Uzbekistan, Property Acceptance Certificate, Document on the Right to the Importing Property and etc).
After the state registration a business entity should without fail turn to a bank to open necessary accounts for its activity.
In order to open a bank account a business entity should provide with the following documents to a bank:
- a letter from the landlord or a certificate of ownership confirming the office address of the foreign enterprise and types of opened accounts;
- a copy of the Certificate of registration of the company’s name, issued by the relevant statistic agency departments;
- notarized samples of signatures of a company executive and a chief accountant;
- two copies of a company’s official seal.
Furthermore, period of consideration of the application and the opening of accounts by bank does not exceed 2 bank workdays from the date of receipt of the specified documents, the amount of payment for opening of accounts not more than 1 MMW (roughly USD 22,5).
There is no limitation in the legal statute forms of establishment of enterprises on the territory FIEZ “Navoi” as well as on the other territory of the Republic of Uzbekistan.
Investors may establish an enterprise in any form, which are not prohibited by law. For example:
- legal person as a commercial organization, can be established in the form of open or close corporation with limited and additional liabilities, economic community and society, production cooperatives, unitary enterprise and in other forms, contemplated by the law.
- legal person which are noncommercial organization can be established in the form of social association, social fund financed by association founders of and in other forms, contemplated by the law.
Yes. Directorate of FIEZ «Navoi» located on the territory of FIEZ “Navoi” will provide any necessary assistance (by all questions) to the investors and enterprises, registered in the FIEZ.
Administrative Council considers of investment applications during 10 working days and makes decision about following:
- possibilities of allocation of production on the territory of FIEZ “Navoi”;
- necessity of reconsideration of provided documents with clarification of concrete reasons and deficiency to be worked out;
- inexpediency of production allocation.
Decision on allocation of enterprises on the territory of FIEZ “Navoi” adopted by the Administrative Council - a collegial organ, established by Cabinet of Ministers from the representatives of Government authorities.
Within adoption of decision on investor selection in order to allocate it production on the territory FIEZ “Navoi”, Administrative Council considers the following:
- financial and technological stability of the investor;
- overall economic reasonability and effectiveness of project implementation (optimal allocation production capacities, creating new job facilities, influence to the structural modernization in particular industry, usage existing capacities, existence of necessary utilities, raw materials a and infrastructure);
- possibilities and perspectives of product distribution on domestic as well as international market;
- production localization level and changes of finished goods position by HS in comparison with materials of origin on the level of one of the first 4 digit numbers;
- adequacy of technological equipment level to the modern standards of quality and ecological norms (ISO 9001 and ISO 14001), availability of quality control system in the project, which is comply to the international standards;
- formation of the projected Joint Venture by Uzbek citizens not less than 80% out of total numbers of JV and providing possibilities for them to be trained and increase of their professional skills;
- volume of foreign direct investments.
Within consideration of investment applications, preferences are given to the projects, envisages of implementation of full circle of production within FIEZ “Navoi” by means of establishment of enterprises, which are cooperates in consecutive technological processing and semi-finished goods under production of finished goods.
The business plan should contain the following main provisions:
name, volume and assortment of products proposed for production;
- proposed price and markets for the produced goods, volume of export-orientated products;
- infrastructure and engineering constructions required for implementation of the proposed project;
- size of the area in FIEZ “Navoi” required for rational deployment of the production;
- availability of raw materials base and guaranteed provision with raw materials for the period of project implementation;
- description of technologies intended for use in production cycle considering the ecological requirements;
- information on trade mark intended for use;
- economic efficiency calculation, and most effective technical, organizational and economical solution for the project implementation;
- technological equipment description, intended for use in production;
- proposed capital investments volume, financing sources and planed bail provision in case of credits’ attraction;
- number of created job places.
For the consideration of the matter of registration in FIEZ “Navoi” the investor submits to FIEZ “Navoi” Directorate the application for the deploying of production in the territory of FIEZ “Navoi” in form, approved by the Administrative council, with application of:
- the copy of state registration of investor or extract from trade register where legal entity was registered, legalized in stated order by consular office of the Republic of Uzbekistan;
- business plan of proposed project;
- confirmation of company’s experience in the respective field, information on similar projects, implemented in respective sphere;
- audit statement on financial statement for the period of company’s existence, but at least for the last three years.
All document submitted by investor to the Directorate with certified translation into state (Uzbek) or Russian languages.
According to the Statute of Free Industrial Economic Zone “Navoi” the function of selecting of investors for deploying in FIEZ “Navoi” is assigned on Administrative council of FIEZ “Navoi”.
The land plot is geologically characterized by sediments of quaternary, neogene, paleogene and paleozoic age.
Quaternary complex sediments are prevailing.
From the surface soil-grounds are represented by upper quaternary alluvial-proluvial sediments in Golodnostepsk complex (pebbles, covered by sandy-loam-loamy sediments with 2-3 m capacity). Ground filtration rate is from 0,14 to 0,87 m/day. Matting of these sediments occurred by gravel-pebble ores.
The plot is among deposits of underground waters of the modern Zarafshan river valley.
The underground waters forming by tributary from Ziatdin-Zirabulak mountain (quaternary complex and neogene age). The level of underground waters differs from 2 to 2,4 meters. The underground waters discharge in these wells range from 5 to 10,5 l/sec in reduction 6-10 m.
The mineralization of waters differs from 1,8 to 3,8 g/l. The waters are of sulphate-hydrogen carbonate-sodium-potassium.
Navoi province climate is acutely continental, dry. The temperature in January ranges from 2 to 5 degrees by Celsius. In summer the average day time air temperature – 30 degrees by Celsius. The moisture level in the winter occurs 77%, and 39% in the summer. Precipitation level averagely 30,3 mm in January, and 1,5 mm in July, the average wind speed – in January 2,3 m/s, in July 2,2 m/s.
The green zone covers about 40% of urbanized territory of the province. In addition, in order to create favourable microclimate, humidification and improvement of residential area, artificial lakes and pools are being created.
Navoi region being a huge industrial center of the country for last 20-30 years, possesses high qualified work force in such industries like mining-enriching, mechanics, engineering, energy. Besides, at the universities, colleges and high schools cadres in such industry fields as aircraft-building, machinery and automobile construction, oil and gas, chemical, pharmaceutical, textile, agro-proceeding, mining, construction materials production educate that stipulates the absence of problems with high qualified work force.
Navoi Region and Navoi City pose as a peculiar oasis with favorable climate, natural conditions for active recreation and entertainment. At the same time, being one of the leading industrial regions of Uzbekistan, Navoi Region possesses developed industrial, transport, telecommunications infrastructure. Correspondingly the social and communal infrastructures are developing.
Navoi Region is situated at the centre of Uzbekistan. Region’s territory is 110.8 thsd. sq.km or 24.8 percent of total area of the country. Population of the region is 825 thsd, including 345.5 thsd. living in towns and 480 thsd in rural area. The average age of population is 25.2 years.
68.4% of employed people are workers and officers of enterprises and organizations and 20.8 of them are employed in agricultural production, 6.2% - in small business, 9.8% - studying youth of able-bodied age.
362 schools are operating in the Region, in which 168.2 thsd. children are studying. Also museums, lyceums, specialized sports and musical lyceums, affiliated branchs of the Tashkent State Pedagogical University, Tashkent State Technical University. 61 medical establishments, 60 public industrial enterprises, 10 joint ventures and 728 small businesses are operating in the region.
Another important issue is about leisure and living conditions. In order to create high level of comfort on the territory of the FIEZ, 35 hectares have been allotted under creation of various public zones, green plantations, parks.
On the picturesque bank of Zarafshan river 1.2 km away from FIEZ “Navoi” 100 hectares of land plot have been allotted to “Korean Air” for construction of residential and hotel complexes meeting world standards, as well as social objects, centers of cultural, recreational and active leisure, e.g. golf club.
Early this year 4-star hotel with 60 places was put into exploitation near the Navoi Airport. In order to provide clients of the hotel with services of high level, the hotel will be given to the management of an internationally recognized company.
At the beginning of this year in immediate proximity of Navoi Airport a 4 star hotel was put into operation. For the purpose of providing the guests of this hotel with the highest level of service, it will be placed under control of internationally recognized company.
Trans-Asian optical fiber connection passes next to FIEZ. An optical fiber line has been laid on directly in FIEZ, which allows to provide at least 10 000 subscribers with telephone connection from first day. As well, it is being organized a wireless broadband subscriber access to high-speed internet connection (CDMA-450, Wi-Fi and WiMAX) with a possibility of additional expansion of its capacity depending on requirement.
Alongside with the external infrastructure, the key objects of internal infrastructure, particularly 2 electrical power substations, outdoor lighting network, internal gas and water distributive nodes, main streets, Administrative building and Financial Center, container area, TIR-parks are constructing on the account of Uzbekistan. Laying of internal infrastructure from distributive nodes to the enterprise will be carried out for the investor’s own account.
It is intended to build a second line of main line “Navoi-Uchkuduk-Nukus” during the next 5 years.
Besides, currently the work is underway on modernization of the Navoi Airport including creation of the largest International Logistic Center in the Central Asia meeting international requirements on the base of the mentioned airport.
Being implemented the project of construction of modernized Uzbek national superhighway with its upgrading to 1st category with 4-lane traffic according to international standards, which provide its competitiveness at the level of world analogs.
Total stretch of the motor roads included in Uzbek national superhighway is 2755 km, including by following routes: Beyneu-Kungrad-Bukhara-Navoi-Samarkand-Tashkent-Andijan – 2047 km, Bukhara-Alat - 98km, Bukhara-Karshi-Guzar-Termez – 436km, Samarkand-Guzar – 174km.
The work is underway on modernization of Navoi Thermal Power Plant aiming at increasing of its generating power up to 400 mWt.
In the course of 2009 it is planned to create a joint venture for freighting “Central Asia Logistics LLC” by “Urta Osiyo Trans” and “Hanjin Logistics” (Korea).
Free Industrial Economic Zone “Navoi” is located in the centre of the multimodal transport logistics hub Navoi in close proximity to the international airport, highway and railways of international significance.
At present airport “Navoi” having a status of “international airport”, is equipped with all necessary modern equipment and infrastructure for receiving of airplanes of all existing in the world types, including such cargo aircrafts as Boing 747, AN 124.
Use of air corridors with landing in Uzbekistan also provides notable economy of time and expenses for cargo delivery. For instance, distance from Sough-East Asia to Europe through Navoi is 1000 km shorter than through Dubai. Therefore time consumed while conducting such air flight is 1.5 hours faster and amount of fuel consumed by one airplane is 15 tn less.
Currently there are 3 cargo flights weekly runs on the route Seoul (Incheon) – Navoi- Milan –Navoi –Seoul (Korean Air), 1 flight in a week on the route Tashkent- Navoi –Moscow- Navoi Tashkent (Uzbekistan Air Company), 1 flight in a week on the route Moscow - Navoi –Moscow (Moskoviya Russian Air Company), on a daily basis on the route Tashkent- Navoi – Tashkent (Uzbekistan Air Company) via “Navoi International Airport”.
Since May 27, 2009 form “Navoi International Airport” cargo flights starts its operation as 2 flights a week to Bangkok (Thailand) and Bombay (India). In nearest future 3 flights a week are planned to be launched to Moscow (Sheremetevo International Airport).
Beginning from May, 2009 cargo flights to Belgium, Bangkok, New-Dehli, Dubai and Moscow through airport “Navoi” are to be opened.
There are international highway «Å-40», which is the shortest connection between Europe and Beijing, and railroad with access to the markets of Central Asia, CIS, South-East Asia, Europe, Middle East and the Persian Gulf countries, located in immediate proximity to the FIEZ.
Automobile cargo transportation on the direction China-Europe through Uzbekistan is shorter by about 1000 kilometers in comparison with the route through China-Russian border. This reduces transportation costs by 800 USD per vehicle. It takes 7 days for a container train to get from Tashkent to Bandar Abbas port, 10 days from Tashkent through Teheran to Istanbul. This is twice faster than transportation conducted avoiding Uzbekistan.
All main railways of the region go through Navoi with the outlet to the ports of Iran and Turkey in the south, and to the ports of Black and Baltic Sea in the west and in the north. The shortest railway route from China to Europe also lays through Navoi. The shortest transit connection to Afghanistan, Pakistan and India appeared after “Guzar-Baysun-Kumkurgan” railroad has been put into operation.
There are good opportunities in FIEZ «Navoi» for establishing of industrial complexes with full cycle of production from raw material to finished product in all branches of industry.
In particular, high level of development of such basic industries like metallurgical, petrochemical and gas recycling, chemical, energy, automobile, electrical engineering, light, food, etc., create opportunities for establishment in FIEZ «Navoi» production, envisaging production of equipment necessary for them, including instrumental and tools, various types of machining stations, machines, installations and components for them.
Taking into account that there are over 400,000 small enterprises operating in Uzbekistan, which account for nearly half of the GDP, they are stable consumers of minitechnologies and equipment, first of all for storage, keeping, processing of agricultural products, production of foodstuffs and finished clothes, packaging equipment, equipment for cattle and poultry farms. Capacity of the market for compact equipment and technologies for small business in the nearest 3 years is estimated at 3-5 billion USD.
Automobile enterprises of the republic, currently producing up to 250 th. cars annually, agricultural machinery and textile enterprises, being the largest in the region, are also stable consumers of equipment, components and spare parts, accessories made of metal and plastics.
There are resources of silica in Uzbekistan, which is used for production of mono- and polycrystals of silicon, polymeric raw materials – for production of heat-insulating materials, precious, rare, nonferrous metals and other materials, which guarantee success of enterprises producing high-tech products, including LCDs, solar batteries, cellular and radio phones, products of electrical engineering, digital and analogous electronics, home appliances, lamps, electrical appliances (e.g. plugs, extensions, sockets, switches, etc.) and many others. All those products are of a significant, constantly rising demand in regional markets. At the same time there are no modern production capacities to produce them in the whole CIS or they are insufficient.
Due to climatic conditions only Central Asia demand for refrigerators and air conditioners is 1 mln. units each, washing machines and vacuum cleaners is 600 th. units each, microwave ovens is 300 th. units, gas and electrical ovens is 500 th. units. Demand for electrical appliances in Central Asia is 850 mln. units, luminescent, energy-saving, gas-discharge, LED lamps is estimated to be 500 mln. units.
Having one of the largest in the world reserves of unique raw materials for production of construction materials: kaolin, wollastonite, basalt fiber, vermiculite, high-silica sand, marble, granite, dolomite, limestone, feldspar, gypsum, etc., there are unlimited opportunities in the sphere of production of modern construction and decorating materials. In particular, only our internal demand for ceramic tiles is 10 mln. sq. m annually, for sanitary ware is over 160 th. units.
Taking into account absence of modern production all over CIS of such products as ceramic tile, sanitary ware, contoured stone goods, architectural and decorative glass, aerocrete, aerated concrete, glass foam, isolating foam, real opportunities for sales are tremendous and have stable growth tendency, which will increase in 1.5-2 years by the end of the world economic crisis.
Production of chemical products in Uzbekistan like soda ash, sodium silicate, sodium chloride, sodium sulfate, synthetic fatty acids, as well as production of adipose and vegetable fats, natural oil, create perspectives for implementation production of ever demanded household chemical goods in FIEZ «Navoi», including cleansers and detergents, shampoos, beauty soaps, as well as perfume and makeup products. Beauty soaps are of a stable demand in Central Asia, which is estimated to be at least 130 th. tn, cleansers – 300 th. tn.
Network of enterprises and research institutions producing a wide range of bio-, chemical, plant medications, substances from plants form rich base of inputs for production of wide list of pharmaceutical and medical products. Internal demand of Uzbekistan for injection medications is estimated to be over 300 mln. ampoules, infusion medications – 50 mln. flasks, biopharmaceuticals – 500 th. packs, antiseptic medications – 100 th. flasks, antibiotics of dry form – over 50 mln. flasks, junctures – 1 bln. packages, suture materials – 500 th. m, single-use syringes – 200 mln. units. Population of Central Asian and CIS countries equal to 90 and 300 mln. inhabitants correspondingly 10 folds increases demand for pharmaceutical and medical products.
Nomenclature of products of light, textile, leather and shoe industries, production of which may be implemented on the territory of FIEZ “Navoi”, is almost unlimited. Uzbekistan is the largest producer of cotton and silk, one of the largest producers of cotton yarn and knitted goods. All this enables to be establish in FIEZ “Navoi” complete cycle of production from cotton-fiber processing to manufacture of a wide range of finished textile items, industrial textiles, including upholstery, curtain fabrics and others.
Demand of Uzbekistan for main groups of finished fabrics is about 900 million sq. m., footwear – over 170 million pairs, garments and apparel – about 275 million. Taking into account that Uzbekistan possesses the most developed light industry base among CIS countries, indicators of sale of textile products, which will be produced in FIEZ “Navoi”, considering the demand of all 12 countries of CIS, are 10 times higher.
Having potential for production of over 10 mln. tn of first-rate fruit and vegetable products and being the largest producer of these products in CIS, FIEZ “Navoi” offers excellent opportunities for storing, freezing, processing and packaging wide range of fruits, vegetables and foodstuffs, drinks, confectionaries, etc.
One of the key factors of attractiveness and success of FIEZ “Navoi” is its proximity to the wide markets, location in the centre of the 5 biggest and most dynamically growing markets – CIS countries, Central and Eastern Europe, Southern and South-East Asia, Middle East.

Free Industrial Economic Zone “Navoi” is located in the centre of the multimodal transport logistics hub Navoi in close proximity to the international airport, highway and railways of international significance.
Within a radius of 2000 km from FIEZ “Navoi” the capitals of 11 states, more than 40 megapolises of Central Asia, Middle East, India and China are located.

Enterprises registered in the Free Industrial Economic Zone “Navoi” are granted with unprecedented incentives on customs (for the whole period of FIEZ “Navoi” functioning), tax and other obligatory payments (up to 15 years with further reduction of tax rate for 50%).
Free economic zones, established in other countries, are generally narrow-specialized, whereas in FIEZ “Navoi” all kinds of economic activity are allowed.
